Rights of Way Management



The management of Public Rights of way can be quite technical due to the legislation, duties and powers that local Authorities need to adhere to.

WCL Ltd have many years of experience working in Local Government and over 30 years of work with on Public Rights of Way.

From the management and leadership of services and teams, strategy and policy development, definitive map processes and maintenance methods. Including the development of performance systems.

Country and Regional Park Development

WCL has substantial experience in the development of regenerating country parks ensuring financial sustainability and customer service. Including Rushmere Country Park, Dunstable Downs in Bedfordshire, Black Park and Langley Park in Buckinghamshire and the development of the Colne Valley Regional Park. 

Rights of Way Improvement Plans

Each local Authority has a duty to review and publish a rights of way improvement plan at least every 10 years.

WCL has substantial experience in the development of improvement plans, and has been leading in this area since being initially involved in Countryside Agency (Now Natural England) pilots. Since then having lead on 6 RoWIPs. delivered under employment by local authorities and also delivered through contracts directly to authorities.

Embracing the Planning System

Having negotiated planning contributions and managed developed planning within the local authority environment and countryside sectors for over 20 years. WCL has experience in approaching planning negotiations from both the developer and Local Authority perspective, to achieve positive results.

Also working with developers to ensure that their proposals are well developed and structure.
